Ratnagiri oil refinery and petrochemical complex is planned to be developed in Ratnagiri, approximately 346km south of Mumbai, in Maharashtra, India.
The project is being developed by Ratnagiri Refinery and Petrochemicals (RRPCL), a special consortium company established by a joint venture between Indian Oil Corporation (IOCL), Bharat Petroleum (BPCL) and Hindustan Petroleum (HPCL) in September 2017. IOCL holds 50% in the JV, while BPCL and HPCL each own 25% interest.
The Ratnagiri oil refinery is expected to process 1.2 million barrels of oil a day, which is equivalent to 60 million tonnes per annum (Mtpa), upon commencing operations in 2023. The estimated investment on the project is $44bn.
The project is expected to generate 150,000 jobs during the construction phase and 20,000 jobs in the operational phase. It is expected to contribute 2% to India’s gross domestic product (GDP) and 10% to Maharashtra’s GDP.
Ratnagiri oil refinery development details
The Ministry of Environment, Forest and Climate Change provided environmental clearance for the Ratnagiri oil refinery in March 2018. IOCL, BPCL and HPCL together signed a Memorandum of Understanding (MoU) with Saudi Aramco in April 2018 for developing the project.
Saudi Aramco signed a framework agreement with Abu Dhabi National Oil Company (ADNOC) in June 2018, for the formation of a joint venture for the development of the project.
The project will be developed as a 50:50 partnership between IOCL, BPCL and HPCL, and Saudi Aramco and ADNOC.
Ratnagiri oil refinery and petrochemical complex details
The refinery-petrochemical complex will occupy a land of 15,000 acres and include marine storage and port facilities covering an area of 1,000 acres on the west coast of India.It will consist of three crude oil units with a capacity of 20Mt each that together will process 1.2 million barrels of crude oil a day.

The marine facilities will comprise three single point moorings (SPMs), pipeline end manifold, four 48in submarine pipelines, small jetties, and anchorage areas.
Construction of five jetties for the import of crudes and condensate, and export of LPG and petrochemicals is being considered. The jetties are expected to be constructed in Girye bay, Vijaydurg, which is located 15km from the refinery complex.
The complex will include a crude oil terminal comprising 44 floating roof type crude oil storage tanks with a total capacity of 2.64Mm³. The tanks will have storage capacity equivalent to approximately 13 days of crude processing capacity.
The refinery complex will include a crude oil storage and blending plant, desalination plant, and utility and offsite facilities.
The desalination plant located at Girye Port, approximately 15km from the refinery complex, will consist of three reverse osmosis desalination modules with a capacity of 180 million litres a day and seven 1.5km-long pipelines having a diameter of 48in each.
The crude oil terminal facility will require approximately 250m³ of water an hour, while the desalination plant will require 120 million gallons of water a day, which will be drawn from the Arabian Sea located 12km away from the project site.
The utility and offsite facility of the plant will include compressed air system, inert gas system, fire water system, and emergency power system.
The power requirement of 130MW for the desalination plant and 20MW for the crude oil terminal will be supplied from Maharashtra state grid.
Feedstock supply and product details
Crude oil will be supplied to the SPMs by very large crude carriers (VLCC) of 325,000dwt. Four offshore and onshore pipelines with a diameter of 48in will supply the crude oil from the SPMs to the crude oil terminal.
The Ratnagiri oil refinery will process two crudes blend with a density of 27-30o API. It will produce automated and aviation turbine fuel (ATF) as per Euro-VI efficiency norms and petrochemical feedstock for producing 18Mt of petrochemical products.
